Suspense #517, "A Message to Garcia," Lieutenant Andrew Rowan arrives in Jamaica with urgent orders from the War Department. With war between the United States and Spain looming within days, Rowan must find a way to reach the elusive General Garcia, leader of Cuban guerrilla forces fighting the Spanish. Washington desperately needs intelligence on Spanish troop strength and Garcia's willingness to cooperate with an American invasion force. The American consul points Rowan toward Dr. Jose Rubio, an exiled Cuban patriot who may have connections to the rebel general.
When Rowan approaches Rubio at his home on Perch Street, the doctor reveals troubling news. He hasn't received word from Cuba in six weeks, and his once-secure communications may have been compromised by Spanish forces. Despite the uncertainty and danger, Rubio arranges passage for Rowan on a fishing boat captained by his friend Servasio. As they set sail under moonlight toward the landing point at Granarincun, Rowan notices a blinking light at the edge of town that seems like more than atmospheric shimmer, suggesting their mission may already be under enemy surveillance.
